I think what was confusing me is that I was assuming the light blue box meant that the option was active. After clicking on it, I notice that the text changes to "overwrite" which would mean it is now active. I see now the light blue means the site is telling you the mod has that data to...

Is there a way to ask for it to not overwrite my description and mod title when uploading a mod? clicking on it doesn't seem to work. I am using Firefox.
