Most likely something blocking your requests. Would need to see what the network requests look like after an attempt. Press F12 and click on the Network tab, then post a screenshot of that after trying and install.
Ah, this is the kind of error I was looking for... I don't have a Windows machine to test, so I never encountered this. v4.4.3 will fix this (just released, check in a few minutes).
Assuming this is the mod in question, I have fixed this. It was indeed Teamcraft's BNPC database that was fucked. I rolled back to an ancient version, which is not a long-term fix, but that's a problem for future me. Thanks for pointing this out.

I fairly often receive reports from users complaining about tags being incorrect or missing. A few generic examples:
a gear mod that is tagged both gear and hair but doesn't actually have hair
a gear mod that has no body tags
a mod that has NSFW options, a SFW preview, but no...
I don't want to do this because it adds inconsistencies. Especially if you release on other platforms, this will make Penumbra show version a.b.c for the PMP but a.b.c+1 for Heliosphere, for example, even if they're both actually the same version. This is annoying for both users and creators...
There's a problem with your locale. I'm not sure exactly why, so if that option is causing you crashes, you'd be better off asking the Dalamud Linux support channel. Remember that Heliosphere and Penumbra are third-party plugins that aren't allowed to be discussed in that Discord, however.
You should almost certainly be installing mods to the Z drive, not the C drive. If that doesn't solve your problem, I would expect that enabling the troubleshooting option labelled "Hack: Force locale to C.utf8" in XIVLauncher Troubleshooting will help. Try those and let me know.

It was an issue with a dependency that is intermittent. I downgraded the dependency, so it will be fixed in 4.2.3, which is available now.

I tested installing earlier today without issue, so it shouldn't be an issue for everyone.
Clicking that error notification will let you copy the error and paste it here. That will let me investigate further.
Edit: testing on the same mod you were trying, I can intermittently get this error...
I have pushed an update to the plugin (4.2.1) that should work around these issues. Downloads will be slightly slower and waste bandwidth for the affected mods, but they will successfully download at least. The underlying issue is not yet fixed.
