Specific mod uploads, but will not then download

I'm trying to upload a mod that just contains a handful of hair textures with edited highlights. The pmp seems to upload fine, but then when I go to download it into the game to test (both with the heliosphere plugin button and with "download as pmp") i get an error. When I download as pmp it says "could not get file list", and when I try with the plugin button it says something like "could not open file"
the mod I created works just fine for me in game, is there something else I'm missing? I did try re-exporting it from Penumbra and uploading the new one in case the first got borked somehow but same error.

You can't download drafts, so that would explain your problem. When you take it out of draft status, it should work.
