Plugin Unable to Download Mods

I am having trouble downloading mods they are constantly timing out and I did read that maybe using a VPN would fix this issue. I am unsure which VPN to use lol.

Also is Manual Install a option?

The download as PMP button is available under the main download button if the plugin is installed. I have heard good things about 1.1.1.1 VPN for free options.
